Event Pre-Planning: Assault on the Entropy Bomb Factory

[If you can see this post, please do not let others know that you can, this is exclusively for those of Command Unit rank or High Councilor rank only. The general event information will become publicly available around May 1st.]

Who: Sgt. Morrison, Commander Ramirez, Senior Councilor Ksthellixis, Senior Councilor Macarius, Bill, all High Councilors and Command Unit members.
What: Planning a counter-offensive against the Children of Entropy.

Around noon, you all receive the following summons: "This is Sgt. Morrison. If you are receiving this notification, please report immediately to my office. Your attendance is mandatory, and this is a first priority summons."

Upon entering the office, you see Morrison sitting at his desk, flanked by Senior Councilor Macarius, Commander Ramirez, and Bill. There is a video screen active with Senior Councilor Ksthellixis's looming visage, the details from the background indicate that he is at his estate on the Outer Rim.

"I have important news," Morrison says. "We have located the base where the Children of Entropy are manufacturing their entropy bombs. We intend to capture the facility and as many Children of Entropy as we can."

[So this is how this works. There will be a number of threads to discuss how to best deploy the Agents and Enforcers in various roles. After all the planning, this will go public and the others will have an opportunity to give input as well. Ideally, once this conversation is done the Command Unit and High Councilors will have a set plan to present to the rest of the compound.]

World Blending Plot Proposal

If you wish to run a plot involving world blending, post your concept here for approval. We may have to reject or alter your request depending on the scope of the plot involved in order to keep it from disrupting our own plans for plots or the general behind-the-scenes concepts the RP is operating on. If you wish to run or even reference such a plot, you MUST post here and ask for approval, while we are likely to accept minor plots we still want to have the last say, as something innocuous could easily set a precedence that we don't want.

All world blending plot proposals should keep the following points in mind:
-World blending is more common amongst similar worlds, as worlds tend to be grouped into their own systems within the multiverse based on their attributes.
-Not all blending involves nonsentient or unaware creatures, a number of times world blending really gets serious because someone in one world realizes what's going on and starts using the new elements to their advantage.
-Blending can involve someone falling through a backdoor gate and ending up in another world.
-While we do allow named NPCs, try to avoid employing appable characters if at all possible. The use of potentially appable characters will be allowed on a case-by-case basis.
-You should try to check with the players in the canon(s) your plot involves, just to make sure everyone's on the same page.

Event Calendar

This is the event calendar, it gives you a general idea of the upcoming event, the time it will last, and the type of event.

Event Keywords: The following keywords will be applied to events as applicable, they will give you an idea of the scope and type.

Major: A major event is a larger event. It tends to last about a month and has a number of variables coming into play. Major events are designed to involve everyone in the RP, and tend to cause most posts to pertain to them.

Minor: Minor events tend to last for a week or two, they aren't as big and may not be as all-encompassing. Minor events may have limited participation, and they tend to not dominate the conversation.

Mini: Mini-events are events that may take place over a week, or even be scattered over a few days. They are small and more unobtrusive, sometimes even completely in the background and are there for people to post with as they wish without too much structure.

Plot: This keyword means the event will have a large impact on the overarching plot of Planeocracy.

Sometimes real life gets in the way of RP, or you just feel burned out and need a break. That's what this post is for!

This is the post where you let the mods know that you're going on hiatus. Just fill out the text box below, and leave it in a comment. Once you've done so, please leave a post in the OoC comm, too, so that the players also know that you're going on hiatus. Remember, a hiatus will not be counted unless it is posted here.

Also remember that if a hiatus extends over one or more activity checks, you will be exempt from one activity check unless you get mod approval.

World Information: Inactive Worlds

Different worlds impose their own limitations on a character's abilities and even basic form. Each world has natural limitations that are absolutely imposed on visiting agents. In other words, their world, their rules.

There are four categories when explaining how a world works. "Ability Changes" explain how a character's powers change in the world. For example, in the Bleach world, a character's powers will take the form of a zanpakutou with it's own sentience and in the world of a Gundam series, powers will take the form of a giant mecha. Players are free to decide how their powers are altered in any given world, but once the decision is made they cannot change it.

Note that characters who lack abilities or are otherwise ordinary in one world do not gain abilities in other worlds. Since just about every world has an "ordinary person," if you are regular in one world, you are regular in every other world. The exception to this is characters with a giant mech or monster companion, they gain the powers of their mecha or favorite companion or companions in other worlds (in general, a character cannot import too many abilities from one world to another if they have a wide variety of things to choose from, such as Summons in Final Fantasy or Pokemon). If the world has a requirement of supernatural abilities built into it, such as The World from the .hack games where everyone has a class, the character gains the bare minimum to exist there (so in this case, the character picks a class and comes in at level 1).

In general, there aren't any hard and fast rules on how your powers change, so feel free to have fun and be creative with it! So long as you aren't making your character too overpowered by playing fast and loose with interpretations, do what feels cool and thematic.

"Ability Limitations" are the general scale of power that are permitted in a world. In a setting with no supernatural abilities at all, characters will not have access to any abilities. In universes with lower power scales such as Gaia in Final Fantasy VII, where supernatural abilities are capable through materia, but are generally not world-altering, characters may have their personal abilities limited but have a variety of items that give them their regular array of powers.

"Form Restrictions" define the general shape characters take on in a world. For many worlds, the shape is humanoid, but it can vary, in the world of Star Fox, characters will appear as anthropomorphic animals, and in the Digital World from Digimon, characters may become Digimon or regular humans, depending on the character. Players are free to decide how their character's forms are altered in any given world, but once the decision is made they cannot change it.

"Social Restrictions" are general social standards characters entering a world are expected to uphold. For example, those entering the world of Axis Powers Hetalia must come up with a country to represent (characters are free to make up countries, and are encouraged to claim small islands in the middle of nowhere as where their "country" is located). Upholding social restrictions is particularly important for an agent, if they are not properly upheld there can be severe repercussions from the Council.

"Notes" are general additional information and warnings to help prepare a character for their entry into a new and foreign world.

Finally, "Gate Locations" simply describes where a gate to any given world is located and the points that a world can be entered and exited from.

The ritual

What: Body transference ritual

Deep within a hidden facility warded from watchful eyes within Confuto Ordinatio, Archibald prepared for his ritual. On a nearby pedestal was a black jewel of pure onyx, specially prepared to receive a detached soul. A magic circle was drawn around Kyon, who was bound in place, his limbs magically paralyzed. All that was left was for the damned clone to show up so he could get this over with.

Setting Information/Questions

Often in the course of play or chat, questions arise about Confuto Ordinatio or any of the "official" AUs or worlds we introduce as part of events. Whenever a question is asked and answered, it will be chronicled here. This can be anything from simple day-to-day facts to more serious setting questions, it will all be added in case the information is needed.

If you have any such questions, feel free to post them here, we will add the answers to this list.

Confuto Ordinatio:
-Time flows irregularly at best within Confuto Ordinatio. It exists outside of time, and the gates can literally be set to send you to any particular time you wish (within a certain range depending on the nature of the gate, usually +/- 3 months from the point the gate was entered to the point the world is at in the character's canon). Usually when returning to your world, you default to the point you were at.
-Patrols are regularly required of Agents and Agents aren't required to patrol their own world, although they may. Patrols do not have to be solo, and backup can be requested if desired.
-Carry-Over licenses, physically, are glyphs stamped onto an item or the body of the recipient. The glyph fades and doesn't show again unless there is interference, in which case it might light up as it attempts to remain active. Glyphs can take a number of different colors and forms depending on what they enable.
-Confuto Ordinatio is comprised of two areas, the Core and the Outer Rim. The Core is where all business pertaining to the maintenance of the multiverse's integrity takes place. The Outer Rim is where all the permanent residential areas are, as well as non-essential businesses.
-All Aware Worlds have their timeflow synchronized to Confuto Ordinatio. People from Aware Worlds age normally within Confuto Ordinatio's confines, and their Agents, Enforcers and Councilors are not considered under the constraints of destiny - destiny is considered mastered and no longer relevant once a world is synchronized with Confuto Ordinatio.
-Agents and Enforcers from Aware Worlds are not held under the resurrection clause, which is also situational for Councilors from Aware Worlds. Death may not result in resurrection, depending on the circumstances.
-The current active division to which the PCs belong is Division 0134.
-Confuto Ordinatio is an appable world.

The Enlightened Transcendent Republic of Mankind
-The oldest and most powerful of the nations in the known multiverse
-Holds the most seated members of any world within the Confuto Ordinatio council
-One of the two founding nations of Confuto Ordinatio
-The civilization spans many millennia, and has endured and transcended them. From the Gundam Wars of the Universal Century to the bleak darkness of the Reaper Invasion and the Imperium of Mankind, the Republic has endured, evolved, and triumphed. Through every hardship, the Republic has always grown stronger, and while the foes have challenged them, they have always grown constantly throughout the ages.
-The Republic consists of 5 major worlds and 10 colonial worlds that were conquered before the war with Sylthelian brought an end to their aggressive outward push and a commitment to upholding the integrity of the multiverse.
-The Republic has explored every corner of every universe within the major worlds, the 10 colonial worlds are a bit less explored and have much less habitable area, although major terraforming is still underway.
-The Republic has the greatest diversity of race and culture out of any of the aware worlds in the multiverse.
-The population is the greatest of any aware worlds in the known multiverse by a considerable margin, and their technology is second only to Sylthelian.
-Although human, thousands of years of advancement in genetic technology and magical prowess have progressed the race to the point where their lifespans are measured in centuries, everyone is capable of at least some magic or psychic manifestations, and they have strength and endurance to the level that most less-developed nations would consider to be superhuman. Ranking officers are capable of emitting psychic networks that can span galaxies and even remotely power entire fleets.
-The organization [Humanity] was originally a radical political party within the nation's conservative faction, but after the Republic began to become more accepting of other races and less imperialistic, the group grew further stigmatized and marginalized. While being a member of [Humanity] is not, strictly speaking, illegal, they are placed under heavy government watch and while they have right to protest, assemble, and attempt to sway others to their cause, their actions are generally reviled by most of the population.
-Since Divisions 0001 and 0002 were defeated in a no-confidence vote and ousted from power, their home worlds have lost some respect and standing -- how much is still up for debate.

The Ancient Collective of Sylthelian
-Populated initially by the great fey races, Sylthelian places a high value on scholarship, collectivism, and scholarly pursuits.
-Sylthelian has the highest magical and technical prowess of any aware world in the known multiverse. The only one that can come close to rivaling them is the Republic of Mankind.
-While Sylthelian has an immense GDP, much of their internal economy is barter-based, where they are expected to contribute their skills towards personal and group projects to reap a collective reward.
-Sylthelian's war with the Republic of Mankind was a large turning point in the multiverse, their immense technology allowed them to fight off the human assault and force them to attempt peace. It was Sylthelian that codified much of the initial structure of Confuto Ordinatio, and it was their technology that started construction on the compound and the outer rim.
-The fey of Sylthelian are extremely long-lived, but they have low birth rates. Much of the advancement in resurrection magics and technology comes from Sylthelian as a means to counter-act the huge losses they take whenever one of their own are killed. As such, most resurrection-capable personnel in Confuto Ordinatio are Sylthelian.
-Sylthelian is extremely isolationist by nature, but they do recognize the need to be a multiversal nation. Though they have many skilled diplomats and are exceedingly polite, Sylthelian in general keeps to itself.
-A number of Confuto Ordinatio councilors and senior councilors hail from Sylthelian. Notable personnel include now-deceased senior councilor Elion, the traitor Aenathia, and the priestess Ashalia Eseth Ivatrii.
-Like the Republic of Mankind, Sylthelian's magical advancement is such that they are capable of feats beyond what one would consider "normal." The ambient energy field any Sylthelian fey possesses is powerful enough to easily stop just about all conventional weaponry as well as many lower-level enchanted weaponry, and any regular fey can literally bend the natural world to their whim with a mere thought.
-Unlike the Republic of Mankind, Sylthelian's population is primarily fey. They tend to be fairly anti-immigration in general, and are slow to accept other races. Even immigrants find themselves to still be considered outsiders.
-Since Divisions 0001 and 0002 were defeated in a no-confidence vote and ousted from power, their home worlds have lost some respect and standing -- how much is still up for debate.

Aethr
-A relatively young world that is experience great levels of prosperity and expansion due to the many mana wells that have been tapped in the region
-In Aethr mana springs forth from the ground like oil, and it is refined and used for most major aspects of life.
-Aethr has extremely high magitek advancement and were made aware of Gates about 50 years ago.
-Aethr is currently a transitive world, it is in the process of being inducted into Confuto Ordinatio.
-Aethr is not a united nation, but instead has a number of nations of varying degrees of development.
-According to the most recent census data, Aether boasts a population of 20,325,707,223.
-Aethr is a planet 3 times the size of most Earths, but because of the abundance of mana gravity levels are roughly equivalent to that of a standard Earth.
-Everyone in Aethr can use magic to some degree, their abilities are heavily tied to being able to draw and form the ambient magic around them. While some people have high capacity for internal magic, the best mages are those who know how to control the magic around them best.
-Aethr's planetary core is a dense sphere of inexhaustible mana. All mana wells are said to somehow connect to the planet's core.
-Even ordinary visitors to Aethr can learn to employ the ambient mana, so prevalent is it within the world.
-As of now, Aethr is completely destroyed, and the surviving population has been moved to the world Siddius-Jaeran 2. Just under 400,000 people remain alive.
-Aethr remnants are appable.

Imperius Draconius
-A primarily magically inclined world where Dragons make up the dominant species.
-The world shares a Planar Cluster with many lower-tech higher-magic settings.
-Imperius Draconius used to be ruled by warring tribes of bipedal humanoids, but after thousands of years of constant strife the Dragons reached an accord and took power themselves.
-Since the dawn of the Age of Dragons, powerful overlords have amassed great wealth, status and power.
-Bipedal humanoids still exist in large numbers, and are employed by the dragons as servants and livestock.
-Because of the peace accords, no dragon, no matter the color of their scales, can be discriminated against in polite society.
-Imperius Draconius's legal system is quite involved and was formed after centuries of horse-trading and haggling between the Chromatic and Metallic dragon factions, with the Gem dragons playing the role of neutral judges.
-Imperius Draconius uses a sort of feudal system of vassalage and favors, where dragons exchange service for wealth and vice-versa. No one dragon holds absolute power, the vassal of one dragon is the lord of another, and many lords are vassals to their vassal's lords.
-Because of the curtailing of the bipedal races, Imperius Draconius is one of the most naturally verdant worlds in all the Aware Worlds. Dragons as a whole are very environmentally conscious, and while they will alter and improve the natural landscape they will not delete it entirely in order to build their lairs.
-Imperius Draconius has its own Ferinus Aer league in conjunction with a number of other worlds that generally have larger inhabitants. The league is known as Ferinus Aer Extraxi Division.
-Imperius Draconius is an appable world.

The Collective of Invress
- Populated by Insectoid survivors of a Nuclear Winter, they evolved over the years into intelligent and ruthless creatures
- while they can manipulate items with their front legs, they prefer to walk on all six legs
- their government is a dynastic dictatorship, the strongest gets to rule, and their families remain as so long as they can best challengers
-Due to lack of food for much of their history, casual cannibalism of the weak and stupid has been in practice and they don't see any problem with this at all.
-They are utilitarian to an almost extreme due to the hostile world they live in. If it's not useful, they'll discard it.
-Most of their technology has been jerry-rigged from what remained of ancient humans, and they believe the technology is left from an insect-lord precursor.
-As a consequence, they're great at borrowing and adapting, but poor at innovation. They almost never invent anything that isn't culinary-related.
-In fact, Culinary Art seem to be their own form of high culture.
-While their inclusion may seem odd, they do have the uncanny ability to understand and alter any piece of technology, no matter who originally created them, so the Invreians had often assisted in melding various technologies together to make CO as advanced as possible.
-Their language is hard to translate, since they use pheromones as well as sound to convey their meaning, thus the translators lack some contextual clues. So all translations are best-guesses.

The United Nations of Robochinia
-Some time ago, a technologically advanced society of humans wiped each other out in a war using nuclear weapons and a superlaser. Several computers, with sentient AIs, survived, and began directing the remaining factories to turn out robots.
-As time passed, the robots became more and more advanced, reaching human levels of sentience. They rebuilt society around them.
-The world today has a caste system for robots. The less sophisticated the robot, the lower the caste and the more menial labor is expected. So you have robots designed for various tasks, and then you have the elite, the most advanced robots.
-The most advanced robots look human, only with gray skin and no hair. The skin is a semi-organic material designed to help protect the robots from heavy physical impact and from extreme temperatures.
-The computers that began this revolution are now outdated. The humanoid robots now govern everything.
-The world is divided into six power blocs, all with representation in a central council which meets on the island of Robotopia, formerly St. Helena.
-The most advanced robots have massive superiority complexes, especially when compared to humans, gleefully pointing out that humans were inferior because they killed themselves off in a war. However, when one points out that robots in their world go to war, they excuse it with the fact that they can rebuild the dead.
-A division ruled by this world is currently one of the ruling divisions over Confuto Ordinatio.
-Robochinia is an appable world.

The Kingdom of Namarca
- Very victorian feel, almost steampunk. The largest known city is Eberna, which is surrounded completely by a giant wall.
- The only known race in this world being human, most of which do not know how to wield any sort of magic. Those who do, however, usually end up coming into some seat of power either by familial influence or by sheer force.
- Magic tends to run in families, and those who are able to practice it are known as the "Gifted". Those individuals usually come into their powers at a young age.
- It is a law that those who are able to use magic be registered with the Observatory (think a giant library with each gifted individual cataloged, going back hundreds of years). It is through this system that they are assigned a tutor, usually someone within the family or a family close to their own in stature.
- Those who do not register with the Observatory who are found to be practicers disappear. It is said that they are killed, however the truth to this tale is much more dark. They are tortured both physically and mentally past the breaking point, and made into soldiers to pursue others who ran away from the Observatory.
- Families who give birth to one without the gift usually lose quite a bit of their influence.
- While their technology is not nearly as advanced as some worlds, most gifted individuals tend to transcend physical boundaries to a point. There are many older gifted individuals who are very much aware of other worlds, as well as the turmoil going on. As to whether they will actually do anything about this, however, is hard to say; when asked, most are rather neutral on the subject. So long as trouble doesn't bother them, it really isn't much of their business.

Myudol
-A world with low-level technology, Myudol society is based around the worship of Dol, an unconfirmed diety. The society is highly religious, stressing exploration, harmony with nature, and a simple lifestyle.
-Due to a combination of a highly inquisitive and exploratory nature, as well as a high dimensional instability in the area, Myudol has developed a device known as a Gateskimmer, that allows them to travel between the boundaries of different planes.
-Because of the development of the Gateskimmers, Myudol was introduced to Confuto Ordinatio well before their society would allow.
-Myudol is considered a Provisional World, it holds seats within the Council but is not synchronized with Confuto Ordinatio and outside influence is kept at an absolute minimum.
-Due to their heavy belief in an unconfirmed diety, Myudol is generally looked down upon by most of the Aware Worlds.
-Myudol is a close ally of Aethr, both worlds having been in similar circumstances. While Aethr is much more technologically advanced, they are friendly with Myudol and treat them as equals. Both worlds having, during their time of meeting, shared a similar status within Confuto Ordinatio has brought them together, and they tend to support each other a lot during council sessions and hearings.

Shin Gensokyo:
-A futuristic setting that occurred when Gensokyo grew in power and moved to conquer the mundane world.
-The attack was led by a coalition of powerful youkai, but documentation reveals that the youkai had been struggling against the restrictive Hakurei Barrier for many centuries prior. The breakthrough came from some Kappa engineers who were disgruntled after having fallen out of favor with their goddess and turned to advanced human technology.
-The Hakurei Shrine maiden was killed by the youkai rebellion and her shrine was shattered and desecrated. It is considered profane and haunted, very few people travel there and fewer still can survive a night within it with their lives or sanity.
-The Moriya shrine was destroyed by a nuclear assault that reduced the entire Youkai Mountain to a smoking crater.
-Shin Gensokyo employs a new technology known as the Spell Disk system for combat, Spell Disk duels are often to the death although one party fleeing or otherwising backing down is fairly common. Surrender is usually accepted, although it is perfectly expected to simply kill a bested foe who has surrendered.
-The spell-disk system involves two gloves made of microfiber with built-in disk drives on the back of each hand that are surgically implanted into the wielder. Each drive can be primed with up to 6 disks that can be rapidly switched between via vocal command, and up to two disks can be activated at a time. Furthermore, the danmaku and spell-disk patterns can be adjusted for quantity, with the settings "light, moderate, dense, and overdrive." The drives recharge spell-disks during the course of battle, and spell disks can be prematurely canceled to retain some charge, as well as partially retain charges in the event of spell-break. Depending on the setting the disk's pattern can last longer, and the settings can even be changed on the fly to surprise or corner an opponent. Integration of the spell-disk does reduce the character's inherent magical abilities, but most consider it a small price to pay for the added power and control afforded by the system.
-Shin Gensokyo is an appable world.

The Popular Collective of Aidra:
-A highly industrialized world suffering from light pollution; most of the world is covered in urban sprawl complete with a flashy electrical system, making it bright enough to see at any hour with no problems.
-Aidra's culture places an inordinate amount of importance on public appeal. Its elected leaders are all subjects of widespread public fascination. Thanks to this, many of Aidra's people are at least interested in politics, either on-world or multiuniversal; however, the interest is usually closer to detached fascination than actual involvement.
-In fact, as a logical extension of this, most important Aidran personnel in CO and on their own world were famous for some other achievement before even being elected. Its current Global President is a talk show host who still runs her show whilst leading the world at the same time.
-Magic is extremely low-key in Aidra, and before integration into CO, most people in Aidra did not realize that it existed. Native Aidrans are unable to use flashy attacks or do anything large; common forms of magic involve protection charms, using telekinesis to do things like open doors, and weak attempts to manipulate luck (which is banned from use in state lotteries after the Great Keno Scandal of 2962).
-There are a number of races of people living on Aidra, mostly human or humanoid; all have the same amount of magical capability.
-Aidran politics always end up focusing more on the person than the views. It is common for prominent figures or their assistants and allies to arrange for members of the media to sabotage their opponents' reputations, either with outright lies or truths that really wouldn't matter much were they about normal people.
-Aidra's current Global President was only recently elected. Canon Updates

The structure of Planeocracy is such that characters are able and encouraged to return to their worlds and continue with their own destinies. As such, canon updating is frequent and generally painless.

If you wish to canon update your character, post here with the point in time you are updating to and why you are updating. Please try to keep spoilers minimal, you can be vague and we will ask for more information via private information if we feel it is necessary. After posting, a mod will reply. If we approve your update (which will happen at least 90% of the time), you are free to post as updated.

If denied, there will be an extensive description as to why the update has been denied, and ways you can sort it out. Simply respond to our concerns in your next comment and it will be processed as usual. Denial will almost always be attached to major changes to canon, or potentially to events we are planning involving your world (these events will always be cleared with you first, so in theory you should know it's coming).

We ask that you not canon update more than once a month, we may deny your update if you attempt to update too frequently.

ACCOUNTS

In Confuto Ordinatio, there are two means to an end that are slightly more immediate than the bureaucracy. The first is money, which can be used to purchase any number of goods and services (or bribe an official or two), and prestige, which is less tangible but can open a number of doors that aren't readily accessible. To increase either, an Agent or an Enforcer must take on jobs. Councilors make most of their money through bribes for their vote, and gain prestige by proposing and successfully passing bills.

Money is a concrete number that is displayed below. The currency used in Confuto Ordinatio is Platinum, or Plat for short.

Prestige is a number tracked only by the mods that players are not privy to. It generally affect how NPCs will respond to your character's actions and how easy it will be to get what you want in Confuto Ordinatio. As you take on harder jobs and do good work (or suck up), the better off you are. Prestige can also go down if you do something wrong or mouth off to the wrong person.

Application

Application Rules:
-Certain characters canonically have great influence over dimensional travel (such as Yuuko from xxxHolic or one of the Data Integration Thought Entity humanoid interfaces from Haruhi Suzumiya, i.e. Yuki and Ryoko) will have a greater influence in the setting than normal, or are just extremely high-powered and can potentially affect the game in major ways. Playing one often requires some special plot integration, and require a player to have established themselves by playing another character before they will be accepted.

-AU settings are generally allowed on a case-to-case basis, but no more than one of the same character can be a permanent member of Planeocracy. If the AU is significantly different and established (such as the Genderbend of Haruhi Suzumiya) then it is generally allowed, as the characters are different enough from the main source to be distinct. Apping an AU character uses the standard application procedure, but if the AU doesn't meet our requirements, we may deny them on that basis. Here are the qualifications for if your AU is acceptable:

1. Significantly different from the source material. Minor tweaks to history and/or personality don't make an AU different enough to really be worth accepting for us. For an AU to be accepted it needs to have something major different to differentiate it from the canon.
2. Internally consistent. In most cases you'll be coming up with the AU yourself, so you need to make sure it all makes sense within the setting. So, if something changes, the whole setting obviously has to change as a result, and we need to know how.
3. This isn't absolutely necessary, but if at all possible the character will look at least somewhat different from their canon counterpart. This is primarily to help differentiate if we have both.

If you are thinking of apping an AU of a character, please get a hold of all potential castmates as well as any person playing the same character (if this is applicable). This is required for your application to be accepted.

-Original characters are permitted, they use the same application form but require far more detail as far as background and setting. If they are a part of an existing canon, they cannot have any ties to actual canonical characters or visible connection to events (attributing events in-canon to the character that are otherwise unattributed may be permissible but is generally discouraged). As with canon characters, you are limited to two OCs, even if the OCs are from different universes. Planeocracy canon originals can use any of the settings posted in the setting information post that specifically say they are open, and must conform to the general concepts of the world. It is HIGHLY advised to speak to the mod team before making the character, these characters can be rejected automatically if they do not follow the general concepts of the established world.

-You may only have one application in queue at a time. If you would like to submit a second app, you must wait until your first has been processed.

Rank Description and Advancement

In Confuto Ordinatio, there are a variety of roles that characters can take on, granting them different privileges and responsibilities within the compound. While initially, only 3 basic positions are available, but once a character has become acclimated to Confuto Ordinatio they can move to much more specialized roles.

Advancing into a department is open even to new characters, it simply requires them to have been with Confuto Ordinatio for a week or two and gotten their bearings well enough to request placement. Departments exist to sort personnel by skills, and any character putting in a request will generally have it approved so long as they are capable of displaying the proper skillset of the department. The exception to this is the Command Unit, which requires more experience and demonstrated expertise in Confuto Ordinatio operations before it will be approved.

Base Positions:

Agents: The most common rank, there is no real requirement for becoming an Agent outside of the most advanced worlds that have a pre-existing relationship with Confuto Ordinatio. Agents are the lowest rank, having to perform the most field work and having the worst accommodations. As the lowest rank, they are required to follow the orders of all other ranks. Agents who are not part of any department are generally considered to be the primary ground force in any major conflicts if they have combat abilities, or are the ones assigned for the more menial duties if the occasion arises.

Enforcers: Enforcers are generally considered the middle-management of Confuto Ordinatio. They oversee the Agents while still helping and carrying out many of the Agent duties, albeit in a more administrative role. Enforcers are supposed to be obeyed by Agents, and they have a few things they can do if Agents do not follow orders. These including assigning them to jobs, deferring paperwork to the Agent to complete, and filing a complaint against the Agent which can cause disciplinary action to be taken (disciplinary action generally involves unpleasant labor). Enforcers have nicer accommodations and command a modicum of respect. Enforcers who are not part of any department tend to be the major low-rank squad leaders in any major conflict if they have combat abilities, and tend to oversee the carrying out of more menial duties if the occasion arises.

Councilor: Councilors are high-ranking individuals who can vote on and change the laws and rules of Confuto Ordinatio. Although typically not in charge of governing Agents, they can use any measures Enforcers can to demand obedience, as well as propose bills that specifically govern Agents if they wish. Councilors have the best accommodations, as befits their position.

Note: Some characters may be allowed to app into department positions on a case-by-case basis. Check with the mods before doing so.

Departments: It is generally expected that once they have acclimated to their job, new Agents and Enforcers will move into one of the many departments within Confuto Ordinatio where their particular skill set is most useful. Departments are tasked with different duties in large operations, and while distinct and with their own offices they are generally expected to work together and support each other in all operations. Each Department has two general roles, one focused on field work and combat and one focused on support and analysis.

All departmental roles (with the exception of the Command Unit) are available to Agents and Enforcers, an Agent who begins their career in a Department can immediately promote into the Enforcer rank of that department.

Ground Forces: The Ground Forces are the most numerous of the divisions, and they tend to be represented by most Agents and Enforcers with no particular specialty. Making up the core of Confuto Ordinatio's combat forces, they function, essentially, as the army, taking care of most of the fighting during conflicts.

Ground Corps: The Ground Corps are the standard infantry of Confuto Ordinatio. Above regular Agents, the Ground Corps is comprised of those who are trained and specialized in personal and group combat.

Medical Corps: The Medical Corps is comprised of two general subdivisions, the Field Medics, who take to the field in order to maintain the health and stability of the unit, and the Base Medics, who are in charge of most intensive care, aid, and non-combat medical situations.

Special Ops: The Special Ops are comprised of the Special Task Force Unit and the Tactics and Analysis unit. Their primary function is as the crack troops, able to function with versatility and precision in just about any situation. The Special Ops are usually among the first in and last out in any major conflict.

Special task Force Unit: The Special Task Force unit is the ground forces of the Special Ops. They are the ones charged with the carriage of memory modification devices and, if the need arises, suppression fields. They are the ones standing between rogue Agents and the rest of the compound, and are usually deployed on the most serious and dangerous missions.

Tactics and Analysis: Tactics and Analysis unit office has access to a large mainframe that is constantly linked with the core mainframe. It allows them to gain up-to-date information and maps on the location of those on the field and they are able to coordinate and even augment Agents and Enforcers in the field. Under special circumstances, they can release limiters, allowing the target to use much if not all of their original skills unimpeded. They can also, under special circumstances, requisition and activate gate bores to serve as extraction points.

Intelligence: Intelligence is comprised of the Infiltration unit and the Diplomat Corps. Their primary function is to gather intelligence, spy on, and otherwise sabotage enemy operations.

Infiltration Unit: The Infiltration Unit's primary function is pre-conflict infiltration, they are tasked with getting in, gathering intelligence and potentially sabotaging operations, and getting out before they are detected. While the Infiltration unit is normally used before major conflict, they will often be utilized further during conflict to keep the enemy off-balance.

Diplomat Corps: The Diplomat Corps are tasked with public relations with other groups, keeping Confuto Ordinatio's face, and gaining information through (generally) more legitimate means. While their primary stated function is diplomacy, it is generally known within the Corps that their REAL primary function is getting their hands on whatever intelligence they can.

Tech Department: The Tech Department is comprised of the Machine Squadron and Research and Development. Their primary function is to provide helpful technology to those in the field and in HQ, as well as utilize it on the battlefield.

Machine Squadron: The Machine Squadron is comprised of those who make heavy use of technology and magitek that requires regular maintenance and development. Primarily mecha pilots, the Machine Squadron is generally the heavy artillery of Confuto Ordinatio's forces, they specialize in creating large and dramatic machines that can carve swaths through regular foot soldiers and fortifications.

Research and Development: Research and Development is tasked with the maintenance and improvement of Confuto Ordinatio's systems. They are generally divided into three subdivisions that deal with software, hardware, and biological or chemical components respectively (magitek application in each division is quite common as well, but there is little differentiation between "tech" and "magitek" within R&D, magic is simply another component to the equation). Even still, the whole of Research and Development uses the same offices in headquarters and consistently work together, combining their specializations to create the best possible product.

Command Unit: The Command Unit is the highest of the Enforcer ranks, and is not available to Agents. It is comprised of the Field Commander and the Tactical Commander respectively, and they are to Enforcers what Enforcers are to Agents. The highest echelon of non-councilor rank, the Command Unit is also the smallest department. It works closely with Chief Enforcer Morrison and Head Commander Ramirez and manages personnel and makes the ultimate decisions on the deployment of forces and resources.

Field Commander: Field Commanders are on the front lines, leading entire squads and helping them function as a larger, more coherent force. Known as generals by a lot of field regulars, the function they serve is much the same - a high-level commander that gives orders to all other Enforcer-led squadrons in times of crisis.

Tactical Commander: Tactical Commanders lead from the sidelines, they are posted in Headquarters and guide troop deployment, and forecasting. Tactical Commanders are always closely monitoring a situation, and are tasked with making the often harsh snap decisions required during high-level conflict.

Council-Specific Positions:

Under-Councilor: Under-Councilors are councilors-in-training, Special Task Unit Enforcers or Specialist Enforcers who prove themselves admirably may be considered to become a Councilor. Under-Councilors are paired with a Councilor of particularly high standing and are trained until they can prove they meet the requirements and can pass a bill for their own admission into the council. While in training, Under-Councilors serve as the aides to their appointed Councilor.

Councilor: See above description, Council members have 1 vote.

High Councilor: Councilors that have distinguished themselves in service and seniority may apply to be upgraded to the position of High Councilor. High Councilors are respected amongst other councilors as people who have not only the merit of birth but of experience (or tenacity and money, many in the council are not picky). High Councilors have 2 votes.

Senior Councilor (Currently NPC-only): Senior Councilors are councilors with great experience and prestige. Each Senior Councilor vote is worth 3 normal votes, and they have authority even over other councilors.

The Overseers (NPC-only): The Overseers are mysterious, often aloof individuals who are said to rule Confuto Ordinatio absolutely. Their judgments are rare, but are never questioned. It is said they are comprised of the most powerful dimension hoppers in the multiverse, and that they have sacrificed everything in order to maintain balance.

Other NPC-specific Ranks:

Head Commander (Commander Ramirez): The Head Commander leads the Command Unit, and they all report directly to him. He, in turn, reports to the Chief Enforcer Morrison. He takes care of most of the incidental personnel and staffing issues that Morrison doesn't have the time to take care of.

Chief Enforcer (Sgt. Morrison): The Chief Enforcer is ranked just under a Councilor in terms of power. He oversees the entire day to day operation of Confuto Ordinatio and has absolute authority over all operations. He can dispatch the Special Ops unit at will, and can employ any number of measures to ensure obedience, if he has to.

Promotions: Characters may apply here for job advancement. Post in-character and list the IC accomplishments and other qualifications your character has that makes them feel they are worthy of a promotion. Feel free to embellish or otherwise pad your resume, this is a job interview after all.

A moderator may ask follow-up questions in-character to determine if the character is qualified.

Currently, any Agent or Enforcer may apply to enter one of the departments. The first listed role in a department is designed for combat-oriented characters, while the second listed role in a department is designed for noncombat-oriented characters. Agents and Enforcers are generally able to apply for a more specialized rank after having displayed some sort of skill towards the rank they want in some fashion, as well has having been active through one activity cycle (one month).

Any Agent within a department rank can promote directly to an Enforcer of the equivalent rank.

In order to apply to the Command Unit, you must be an Enforcer within a department.

In order to apply for the position of Undercouncilor, you must be an Enforcer in a department, as well as submit a proposal of decent length as to why you deserve to be a Councilor.

Undercouncilors are required to propose and pass a bill in the council in order to become a full-fledged Councilor.

In order to apply for the position of High Councilor, a Councilor must have taken an active role in the council during at least two large events or have been in the game for a full year in real time. Dropping and re-applying the councilor resets the counter.

Permission Post (OOC)

A number of jobs and missions will be assigned randomly or by mod fiat every week, and a number of events may require involuntary participation on the part of the characters.

In this thread, feel free to respond with a specific character journal if you have any requests pertaining to worlds you want or do not want your character to visit, or things you do or do not want to happen to your character.

The purpose of most of these involuntary jobs is to put your characters in situations you, the player, would like to place them in but they themselves would never agree to. Obviously, if we can at all avoid it, we will not subject any of your characters to things you do not wish to deal with or will make you uncomfortable. Thus, respond here, with a new comment for each character you play, and let us know if there are things you want or do not want happening.

In addition, several characters have special capabilities that merit their own threads. By appending the [permission post] tag to an OOC post, players are encouraged to describe the abilities in detail and see what players are OK with what happening to their characters. Market

The Marketplace is a constantly shifting pavilion of exciting wares from different worlds. The stocks usually change dramatically every week or two, and there is always a lot going on.

At any given time, the Marketplace should have exactly what you're looking for, if you're willing to look. You can assume your character can buy just about any nonessential sundry with the platinum they earn from off-screen jobs, if you wish to purchase ANYTHING that would grant you a significant advantage in any given situation (high-tech scanners, magic weapons, whatever), make a post requesting it OOCly, and we'll respond telling you if you can find/afford it. Depending on the item, we may attach some stipulations or extra requirements to the purchase.

Carry-Over licenses have been pulled from the market at the request of the Overseers, they can no longer be purchased.

As of now, the blacksmith Hephes has set up shop. Those with rare, valuable materials can bring them to him and he'll either enhance a pre-existing item or create a completely new item. New items are not limited to a single material, you can combine them as you wish within reason. To make use of Hephes's services, simply post here and present the items you have. Hephes may not be able to fill all orders, but he's very skilled so most things he can handle no problem.

Tools of the Trade

Agents have access to a number of special items to make their jobs easier. Information on them is found below.

Communicator: The all-purpose communicator takes the form of a handheld PDA with a holographic interface projection and a high grade of protection. It allows you to transmit messages or even video or data to other agents at will, and comes with a built-in roster. You can also password protect or otherwise filter the messages you send from others, although passwords can be hacked or guessed at if not properly protected, so those who aren't really good at such things won't always be successful.

The communicator has a backup translation program which goes into standby mode in other worlds. While your language set is overridden in various worlds, the translator function can still be activated in situations where you do not speak the equivalent language being spoken to you, but depending on the situation, openly using it may not be the best of ideas.

Finally, communicators are not restricted by worlds, they are keyed into a Gate Key and can transmit visual and audio data to Confuto Ordinatio and even to other worlds (routed through Confuto Ordinatio's primary database). This feature allows agents in multiple worlds to keep in contact with each other and Confuto Ordinatio at all times.

Gate Key: The Gate Key is an Agent's most important item. It allows them to traverse through different gates at will.

Agent Badge: The Agent Badge is more than just a symbol of office. It has a holographic overlay that can be changed on the fly and is sensitive to the world and the need, making it integral in gaining access to many top organizations within worlds. The badge mimics whatever pattern it is necessary using state-of-the-art conversation patterning and world recognition fused with high-level divination magic, so when it is flashed, it always looks like the the right badge for the job.

Portal Analyzer: No Agent should leave home without their trusty portal analyzer. It gives them the ability to discern where new portals might take them and helps them bind them to Confuto Ordinatio's space or even close particularly troublesome rifts. Not all portals respond to the same action, but the Portal Analyzer is designed to figure out the portal's exact function and transmit the data to the Agent.

Memory Wiper: This device is only entrusted to Enforcers, it allows them to wipe the memories of those who witness Agents or find out about the organization. It is a short-term mask, there are specialists who can do more complete memory wipes and restructures in the case of suspended Agents or the like.
