Planeocracy is a panfandom game centered around Confuto Ordinatio, a huge complex located at the absolute center of the multiverse. Those who dwell there, called "The Overseers," are the ones who have charged themselves with the duty of maintaining order and reason within the multiverse.

At least in theory.

In actuality, Confuto Ordinatio is, quite frankly, an absolute mess. Representatives from all over the multiverse gathered to meet in council, and begun to heatedly debate exactly how they should work. No accords were reached, so smaller committees and subcommittees were assigned to look into the problem and report back to the council.

Over five thousand years later, the first meeting of Confuto Ordinatio has not yet concluded - nobody can pass a resolution to adjourn. Councilors drift in and out, some retire or die and are replaced, but the process goes on.

In Planeocracy, players find themselves on the doorstep of Confuto Ordinatio as things in the multiverse have begun to go horribly, horribly wrong. Worlds are starting to collide and gates are opening up everywhere. Confuto Ordinatio's agents, the long-suffering working grunts of the immeasurably dense bureaucracy, have managed to reroute all the portals to the Confuto Ordinatio complex - for now.

Players take on the role of agents. Upon receiving the gate key that will allow them to access the portal and return home, they entered into a number of binding contracts that makes them agents as well. Their duty is to travel between their own world and the worlds of their fellow agents, investigate the mess and fix it as quickly and efficiently as possible while making sure to uphold the 31,561,021 codified rules and regulations. It's a tough job, but somebody's gotta do it!

How does DW roleplay work, anyway?

It's pretty simple. Pick a character from a pre-existing body of work (henceforth known as canon) or make your own and put together an application. The mods will review it and either ask you for additional information or changes, or approve you. After that, join the communities you are instructed to join with the journal you made for the character you are playing and then you're good to go! You are free to post to the communities for the general actions of your characters, or reply to other character posts. This game is a "community" game, so all activity takes place within the community itself, not the journals.

What are the general rules here?

Pretty standard stuff. Don't god-mod another character without explicit permission, be respectful of each other, check with other people before you launch huge character plots (especially involving injury or death, the latter of which MUST be cleared with the mods as it involves special considerations and reactions), f-lock and warn any explicit content, and don't metagame (that is, don't use out-of-character knowledge in-character).

How many characters may I app?

5 per player, no more than 2 from a single canon. As far as roles, no more than 2 Enforcers and 1 Councilor, or 3 Enforcers and 0 Councilors. The maximum number of characters per player can be extended, and it requires doing double the activity required to pass the activity check with all five of your current characters.

So what exactly is Confuto Ordinatio?

Confuto Ordinatio is the headquarters of a huge, multi-planar governing body responsible for making sure the planes don't accidentally bump into each other or overlap and everyone stays in their own world.

They're not doing a very good job.

What does an Agent do?

Slave labor. OK, OK, indentured servitude. Basically, agents are the loyal, overworked, and underpaid foot-soldiers of Confuto Ordinatio. They toil for meager pay and housing "benefits" to keep the planes intact, all the while conforming to the thousands of petty little rules and restrictions the council comes up with. They are vital to the organization in that they actually know what's going on and usually have some idea of how to fix things or at least do damage control. An agent is constantly on the go, traveling between worlds, solving problems and making things right. Usually.

How about the Enforcers and Councilors?

Enforcers are essentially elevated Agents; a police chief is a good parallel. They tend to be more administrative, putting together teams for larger jobs and adjudicating job distribution. Enforcers can go on jobs themselves, but they usually do so at the head of an Agent team.

Councilors are the upper crust of society. Highly respected and prestigious, they routinely vote on new ordinances and laws to be made within the compound. As such, their votes carry a high price, though a good councilor will not ask too much for their vote, least they appear greedy.

That's awesome! I want to go to this world!

Go right ahead! In Planeocracy, most characters can visit any world that exists in our game at will. Usually it's a good idea to blend in with the natives, identify the problem, solve it efficiently and get out. Unfortunately, after the psychiatric evaluations were axed in the last round of budget cuts, as well as the regular Agent salaries, they'll let pretty much anybody in these days. Confuto Ordinatio has managed to maintain it's secrecy through liberal application of memory wipe technology, but we'll see how long that lasts.

I know our forms may change, what about our clothes?
Coloration would remain unchanged, but generally characters will be outfitted in clothing that would be found in that world to help the agents blend in, though occasionally it does glitch out and leave in clothing that does exist on that world but is not typical for the area.

How does time and continuity work within worlds?

Confuto Ordinatio itself exists outside of time, and you are generally able to visit any time period you wish within a world. That said, events are generally expected to proceed as they should within the canon. While you can create small ripples, you are not allowed to fully change events that have or are supposed to happen. What it does mean is characters can be applied from different points within the canon, although if the character is slated to die or become gravely injured at a certain point, they cannot change that.

In addition, characters can be advanced through their canon pretty much at will, though significant changes should be cleared through the mods for organizational purposes. As characters can return to their world whenever they want and to any time period they want, they can continue to advance their story and progress in growth and development.

How do I pick up jobs?
Earning Platinum is completed totally through commission, after the council voted to axe Agent and Enforcer salaries due to budget constraints. On occasion, specific jobs will be posted and logged by the mods, but otherwise, feel free to make up your own assignments and log them out amongst yourselves. The idea behind jobs is you are all required to do random, often menial things to earn your keep, which gives you something to post about. So be creative!

How do I move up on the corporate ladder?

Bribes. Seriously. These things are always about who you know rather than how well you perform. Advancing in Confuto Ordinatio usually involves standing out and getting in good with enough councilors to get a promotion bill proposed and bribe it through.

I want to make laws! How do I make laws?

If you yourself are a councilor or you know someone who is, you can have them propose a bill. Bills can be proposed here, after which a mod will reply with the cost to bribe it through. If you have enough money, you can pass it and it is now law within Confuto Ordinatio, strictly and legally binding as long as someone is watching and knows that the law exists. Depending on the number of councilors you know, you may be able to get a reduction on the cost of bribes, although they are free to demand a different price for their vote instead

How does world integration work?

Whenever a character from a new canon is applied, a gate to their world opens up and is rerouted into Confuto Ordinatio's Hall of Gates. That location is now accessible to all Confuto Ordinatio Agents, who can travel there at will through use of their Gate Keys. When posting from a world, simply apply the tag to your post in the community so we know where it's going on. Worlds also naturally impose limitations on the scope and form of your abilities, so powers that work in one world may work differently or not at all in another.

Can I app an OC?

Of course! OCs are welcome, although there are some rules. OCs that are part of a pre-existing canon world cannot come in with any relationships with a canon character, and OCs from a player-created world must have enough information on their world for us to integrate and the player who created the world must be willing to allow other OCs to app into their pre-established world if desired. OCs can also be tailored to the setting and be residents of Confuto Ordinatio, so long as they're made within the general feel of the game.

If you wish to app an OC from someone else's original setting, you MUST contact them and get permission.

Can I app more than one version of a character?

AUs of characters are permitted on a case-to-case basis, and versions of characters from different timelines are prohibited. With AUs, canon or well-established AUs are generally permissible, whereas player-made AUs require additional evaluation. Furthermore, there should be some visible difference between the AU and canon character, and any player-made AUs also require approval from the player of the canon version of the character, if applicable.

Do canons with different continuities count as an AU to each other?

If there's a severe difference such as between Sailor Moon and Pretty Guardian Sailor Moon or between Metal Gear Solid and Metal Gear Acid, yes. Of course, canon alternate universes do count as AUs (e.g. The World Ends With You's 'Another Day', Code Geass' 'Nightmare of Nunnally').

Can I app a crack version of a character?

No. While the game is generally intended to have a light feel, there are certain standards it holds itself and its players to. Crack versions do not fit into this criteria and are banned.

Can I app a character and take their history from another RP or dressing room?

No. While it might make sense to some degree, it's simply too hard to decide case-by-case whether or not it'd work with the game, so it is not allowed.

Can I app a character who previously dropped or idled out?

Of course! ICly, when a character is dropped their Gate Key is revoked and they are sent home, with their memories wiped in 5-7 business days. You may reapply a dropped character with or without their memories of having been in Confuto Ordinatio before at your prerogative; the memory wiping is about as efficient as anything else in the organization.

I'm in, but where's my tag?

Generally, a character tag is created within twenty-four hours of the character's acceptance. However, due to the way journals work, it only shows up on the list once it's manually typed in, then it'll automatically fill itself in next time. If it says the tag isn't valid, then ask a mod to see what happened.

Is there an OOC chat?

Yes, there is! It's on AIM, and the title is "planeocracy". If that doesn't work, "planeochat" has been used sometimes due to recent troubles with AIM. If you can't get in on your own, feel free to contact one of the mods and ask them for an invite.

With archaic design and a tendency towards grandeur, Confuto Ordinatio is a thing of beauty and proportion quite at odds with the hyper bureaucracy it houses. Sheathed in marble, with stately arches and polished benches made of lovingly crafted wood that has withstood the test of generations, it combines these ancient construction techniques with a modern touch. Holographic and illusory imaging is commonplace, granting it an artistic modern aesthetic of vibrant color and sound.

Confuto Ordinatio as a whole is a sprawling mass of bureaus, committee chambers, and council rooms. However, there are a number of other facilities generally available for use among agents and other employees.

The "Tag" listing is the tag you should use whenever you make a post in that location.

Gate Complex
Tag: [Location: Gate Complex]

The Gate Complex is a huge, sprawling system of staircases leading to every gate in Confuto Ordinatio. With a gate leading to just about every world imaginable (if you can find it), the Gate Complex is highly regulatet and (theoretically) categorized in a joint effort by the Bureau of Gate Ordinance, the Subcommittee of Gate Mapping, and the Gatekey and Planar Travel Association.

Because Confuto Ordinatio exists outside of time, it is possible to visit different time frames when accessing the gates. Attendants within the Gate Complex are standing by 24/7 to ensure you are able to reach the right time period when traveling through the gates.

Routing Gate and Waiting Room

The Routing Gate is a single gate that acts as a sort of lightning rod, drawing anyone to enter a newly formed Gate to Confuto Ordinatio to minimize world blend. The Routing Gate leads to the waiting room, where all new arrivals are processed through by Susan and sent to whatever bureau is most appropriate.

The Help Desk

The Waiting Room filters into the Help Desk. Susan is there to answer any questions you may have regarding Confuto Ordinatio, it's subsidiaries or sponsors.

Library
Tag: [Location: Library]

The library is perhaps the most well-organized place in Confuto Ordinatio. Scrupulously categorized, you can find information on just about anything here, although the library is so massive it might take days or even months to read through the relevant indexes and cross-references to get all of what you want.

Simulation Chamber
Tag: [Location: Simulation Chamber]

The simulation chamber is restricted for Agent and Enforcer use, though Councilors may requisition a room to use whenever they wish. The Simulation chamber can take on the properties of any world on file, allowing those within to test how their abilities will work in different worlds. A number of worlds have files on-hand that simulate various social and combat encounters within the world to aid in training.

Enforcer Headquarters
Tag: [Location: Enforcer Headquarters]

The Enforcer Headquarters is where much of the paperwork and information involving the worlds is filtered. Sgt. Morrison's office is here, and Enforcers have free range of the area. It also has a lounge off-limits to Agents that Enforcers can congregate, as well as several meeting halls. Agents are permitted to enter and go through files, but only Enforcers have full access to the restricted material. Not all confidential information is brought here, but most of it is, if you can't find the information you're looking for, it's above even a Councilor's clearance.

While there's a lot of paperwork, Morrison makes an effort to keep it all organized. It may take some digging, but if you put some time in you can find what you're looking for.

Penthouse Suites
Tag: [Location: Penthouse Suites]

Luxurious single-bedroom apartments with spacious living areas and bathing facilities, these are reserved for Councilors, CEOs, and other high-ranking members of Confuto Ordinatio. No expense is spared in making these apartments luxurious and comfortable to take the edge off the stressful lives of the higher-ups. The Penthouse Suites have their own building within the complex, and have easy access to the clubhouse, with a number of sports courts, high-class restaurants, and entertainment centers.

Enforcer Apartments

The enforcer apartments are two-bedroom suites with a single bathroom and living space. They are nice (if a bit small) and are functional but comfortable, reflecting the duties and prestige of the Enforcer station.

Agent Dorms
Tag: [Location: Agent Dorms]

The Agent Dorms are large single rooms with two beds and two desks. There is a small kitchenette on every floor, and two communal bathrooms on each floor, one male and one female. The rooms are big enough for two people to live in relative comfort.

Cafeteria
Tag: [Location: Cafeteria]

The Cafeteria is a huge open room with a number of tables. The food served tends to be acceptable, albeit monotonous, and is free to all Agents and Enforcers (Councilors have restaurants connected to their suites).

Market
Tag: [Location: Market]

The Market sells wares from all over the multiverse. While various sundries and knick-knacks can always be obtained, much of the market's wares shift every week or so as merchants come and go. The stock is always changing, and there are always interesting goods to be had... for a price.

Medical Wing
Tag: [Location: Medical Wing]

The medical wing is where all health problems (including death) are solved via the application of advanced technology and healing magic. Costs tend to run high, and most Agent insurance is minimal, so a visit to the Medical Wing can be quite costly.

Grounds
Tag: [Location: Grounds]

The grounds of Confuto Ordinatio are well-maintained, with orderly bushes and floral arrangements. There are a number of such locations inside the compound, as well as outside. Confuto Ordinatio sits atop a giant earthen island floating in an endless void, entering the void deposits a person on the opposite side of the grounds, relative to the position they entered it from.

Mainframe
Tag: [Location: Mainframe Terminal]

The mainframe is a huge database and computer system that is connected to all parts of Confuto Ordinatio. A terminal can be accessed by any PDA to obtain information, submit forms electronically, or otherwise link up to the main network. Each terminal is also equipped with the ability to deploy powerful electric shocks to anything within 10 feet, in case it's required to protect the terminal.

Mecha Hangar
Tag: [Mecha Hangar]

All mecha possessed by Agents, Enforcers or Councilors are stored here and maintained. There is a linear catapult that can theoretically launch them, though there is no major area in the compound that would require their use.

Laboratories
Tag: [Location: Laboratories]

The laboratories are a huge, state-of-the-art complex that have reference materials on the most cutting edge technological and magical innovation. They contain a number of enclosed and variable terrain rooms for experimentation, and are open to anyone with a lab pass.

Lounge
Tag: [Location: Lounge]

The Lounge is a collection of comfy chairs, vending machines, and other sundries designed for being lazy and off-duty.

Resurrection Chamber
Tag: [Location: Resurrection Chamber]

In the case of untimely death, characters are brought to the Resurrection Chamber, nestled deep within the Enforcer Headquarters and returned to life. The ritual is costly and involved, and those that return to life often find themselves deep in debt.

Transit Station
Tag: [Location: Transit Station]
The Transit station allows transportation between different divisions and between the Core and the Outer Rim. Access to those from non-Aware Worlds is strictly limited, Outer Rim inhabitants generally prefer not to have Enforcers and Agents butting into their lives without necessity. Councilors have limited access to the Outer Rim, should they so desire, and High Councilors and above have unrestricted access. Senior Councilors may additionally hold estates within the Outer Rim, should their resources allow.

Ferinus Aer Court
Tag: [Location: Ferinus Aer Court]

Ferinus Aer is the most popular sport in Confuto Ordinatio. It is played with teams of six, three goalposts on each side, and six balls. Players are physically restricted to abilities of a regular human and given two of their abilities, a support and an offensive ability (those without special powers can often duplicate them with technology that is purchaseable in the market). The game lasts for two hours with a half-hour period in between, and there are absolutely no pauses to the clock once it has started. A medical team is always on standby, and if a player is knocked out due to incapacitation, they will be removed by the team's medical squad and someone else can come in.

An offensive ability is something like fire magic or super strength, it is still restricted to be non-fatal and can ONLY be applied to a ball when attacking. A support ability is something like flight or healing magic, which can generally be used on teammates. In order to score a point, a ball must be physically smashed through a goal (gating and teleportation support abilities are allowed, but cannot be used to score a goal).

Bills

Every week, this list will be updated with the bills being put up, as well as the bribes needed in order get them through. Most of them will be made by mods, however if you have a councilor character or you have the support of 6 Agents or 3 Enforcers (in mixed groups Enforcers count as 2 Agents), you may propose a bill. Using the form below to propose a bill, and then add a "Voting" and "Discussion" comment under it to open the bill for voting. Voting is decided entirely by PC councilor votes.

Voting resolves at the End of the Month at Midnight. If a bill is tied, it is retained for the next cycle. Should it remain tied, a random councilor is selected to break the tie.

Before voting on bills, councilors are encouraged to discuss them and try to come to an accord. Simply post in the discussion threads to talk about the bills and what they might mean for Confuto Ordinatio, and vote when your councilor feels they have made up their mind.

Current bills proposed/bribes

No Fraternization
This is a serious organization, with noble goals and good ethics. However, There is been reports of unprofessional conducts between agents and enforcers. While having a good working relationship is excellent, romantic pursuits however are a distraction. This bill shall fine and punished if they are caught in such engagements in the compound or while on C.O business.

Required PT
A number of Agents and Enforcers are pitifully out of shape. This would designate some official personal trainers to keep everyone motivated and in shape. The bill would also allow Agents, Enforcers, and Councilors to take part in the trainer efforts.

Declassify Records
Some records such as applicant info are currently above Enforcer clearance, and they may need them to access to the information to properly do their job. This would give Enforcers access to all Agent profiles.

While characters are welcome to stay at their own homes when off-duty, housing is provided for and heavily used by all Agents. Agents often have busy schedules, and there is much benefit to staying at Confuto Ordinatio, where time does not pass and there is a great deal of work to be done.

To sign up for a job, simply post what job you want down below, and specify whatever means you are employing to complete it, if necessary. Jobs that don't require any particular IC component tend to be first-come first-serve, but you are encourage to ICly post about them after they are completed. Once a job is satisfactorily completed, a mod will post and your account will be updated.

Jobs that allow for a minimum and maximum will resolve every Wednesday at noon PST if they have the minimum required characters signed up, or 24 hours after they have the minimum required sign-ups should they not be sufficiently filled by Wednesday.

While most jobs do not REQUIRE logging, players are encouraged to log them anyway! If the job involves minor NPCs, players are free to dictate the actions of them in their own log posts, so long as they're consistent with the job.

Characters may ONLY sign up for 1 job within a 2-day real time cycle. This prevents characters from flooding jobs and keeping other interested characters from getting them. This applies to jobs that are voluntarily chosen, mandatory jobs don't count.

One person will have to take the form of a child to be bait to see if they can catch the kidnappers in the act, and see if this has any connection to the attraction's lock down.
OOC Description: This mission will require some combat, though the person playing bait would not need to require this set of skills, but agents are encouraged to get creative with how to handle the three rather powerful youkai behind the incidents.

Hi there! Welcome to the Bureau of Rules Record and Logging! How may I help you today?

The rules of Confuto Ordinatio? I'm glad you asked! Here at Confuto Ordinatio, order and efficiency is our primary concern, and we've codified 31,561,021 rules and regulations to date to ensure that all our workers and clients are as well-served as possible.

I am authorized to give you a brief summary of some of our most crucial rules.

● Agents are the backbone of Confuto Ordinatio. As field agents, their jobs are important and they are to be treated with respect. Agents have access to all facilities within Confuto Ordinatio, and can freely access any world they wish, so long as they've met the Council-approved training standards.

● Enforcers are promoted agents, they are in charge of distribution of Agents and assignment of missions. They have elevated housing while on base and all Agents are required to report to and obey Enforcer directives.

● Councilors keep the wheels of law and order running within Confuto Ordinatio. As such they are to be afforded the highest respect possible, and are charged with the delicate task of maintaining laws, abolishing obsolete rules and adding new rules as needed.

● No murder. Under the rules of Confuto Ordinatio, murder is absolutely prohibited as it can disrupt the time-stream of other worlds and causes a horrible mess on the marble floors. If you are found guilty of murder, you are liable for the resurrection fines of the murderee, the cleaning fines (if applicable) of the area in which the murder took place, and may suffer a loss of prestige within our community. The Bureau of Unlawful and Lawful Killing would further advise you that murder is a capital crime in most worlds, and killing without a permit (see the Bureau of Kill-Licensing and Licensed Kills and fill out form IWTKP-351J) can cause serious repercussions. Your account may be charged for the correction of these repercussions.

● Use of powers only in Enforcer-approved situations. As an Agent, we are well aware that you probably have earth-shattering capabilities. That's great! Here at Confuto Ordinatio, we respect you and your power. However, we also ask that you use it responsibly. Agents in possession of a Gate Key may make use of whatever powers they wish by simply going to the Bureau of Paranormal and Otherworldly Ability Regulations and filling out form GMMDP-914X. After which you're free to use it, so long as it does not endanger, harm, or alter the structure of Confuto Ordinatio, the Councillors, the Citizens, the Enforcers, or the other Agents. Use of powers in non-approved methods may result in strict fines and reparations.

● Additionally, all powers are contained to Confuto Ordinatio-approved limits within the complex. While individual abilities are retained in their own unique format, the overall power is reduced to a functional, regulated level. Anyone within the compound's abilities will be abridged so they don't damage the stonework in case of authorized use.

● All Agents on the field are expected to act as befits their station as members of a top secret organization such as Confuto Ordinatio. Mention of Confuto Ordinatio, it's sponsors, or its subsidiaries is strictly forbidden while on other worlds except directly to other agents. Failing to uphold these measures may result in strict penalties up to and including: fines, loss of prestige or privileges, revocation of planar travel rights, temporal time out, and revocation of Gate Key.

● Other worlds impose their own limitations and laws onto Agents. Abilities that function one way in one world do not function the same way in another. All agents are expected to understand the nature of every world they visit and train in all matters of etiquette and conversation before traveling to another world. To access the World Simulator, simply fill out form OWP-3165S and submit it to the Department of Cross-World Ability Regulation, which will certify you to access the Simulator in 3-6 business days, barring unforeseen consequences. New Agents are reminded that a minimum of 40 hours must be logged in a Simulator before you may access a new world, and upon hiring date all agents are required to maintain a minimum of 3 different world visits a day, which must be expanded to a minimum of 5 world visits a day after their 30-day probation period.


● Agents have the ability to revisit events in the past, but are forbidden from attempting to change them. While Gates may allow access to different timeframes within a world, Agents that revisit them are required to ensure events happen more or less as they're supposed to. Changing timelines can cause serious planar repercussions and are penalized with heavy fines and mandatory overtime to fix the problem.

#1 First and foremost, we are a multifandom role play, and are pretty accepting when it comes to both canons and OCs. AUs are approached at a case-by-case; official or popular AUs are more likely to be accepted. If apping an AU, we will require there to be significant differences to the main timeline to make it recognizable and we will request the iconset be somewhat varied from what one would expect from a standard version of the character.

OCs and AUs will be held to a stricter standard than regular canon characters. We require OCs and AUs to be properly thought out and without glaring plot holes. We also will generally heavily question exceptionally powerful OCs or powered up AUs, while we expect and encourage characters with a fair dose of supernatural we will not accept characters that could potentially overwhelm everyone else's ability to contribute in events and detract from their experience.

Planeocracy does not accept backgrounds from other RPs or dressing rooms as viable substance. While it would be appropriate in our setting, it is impossible for us to track and see if it conforms to our standards, and it is also a bit rude of us to presume that everyone else's games is a small part of our own universe so we will not allow it.

Canon characters of exceptionally high ability (gods and the like), especially those who can travel between dimensions, cannot be apped as a first character. Due to the nature of the setting and how such characters work within it, we ask that a player first familiarize themselves with both the game and how we operate before they app such a character.

#2 Planeocracy is a community-based game, so you will be posting all logs and character entries to the actual community ([livejournal.com profile] planeocracy) itself. We ask that when making a log or post that you tag it appropriately with what world your character is currently located in. There are a number of world tags created specifically for posting off-world, as well as location tags and character tags. For ease of archival, we ask that you make use of these tags as much as possible.

If you see that a tag is missing, please alert the mods either by IM (preferred) or PM and we will take care of it.

#3 Be active! We want this role play to live, and it can't do that without an active player base. If something comes up, please let us know that you're going on hiatus. Otherwise, if you are inactive in a month (have not made a post/posted at least a five comment chain), you will be put on a probation list. If in two weeks time you do not post or comment, you will be booted from the game. No questions asked.

#4 No Godmoding, meta-gaming, or killing/injuring others' characters without their explicit permission. In short, don't be a dick. If a character DOES die (again, explicit permission required) they are revived at an enormous personal expense. If they don't have that much money (very likely), they instead owe someone, usually a politician or corporate CEO NPC a favor which can be called in at any time.

Many characters can be 4th walled due to the nature of the setting, if your character is capable of doing so you must have explicit permission from the character's player before they may use that information on the character in question.

#5 Please be respectful of other players. We all come from different walks of life and believe different things, and the last thing that we want is for players to feel uncomfortable. Please know, however, that the mods are not your personal police squad. If it's something that you think you can solve on your own, please do so. Also know that some characters will not get along. Please don't take it personally, because it's not a personal attack on you. See the end of rule #3.

If you feel you are under personal attack or are having issues with another player, we encourage you to speak to the other player politely and rationally and try to work it out. Should this fail or if you are uncomfortable speaking to them directly, please contact the mods and we will act as intermediaries. Sometimes feelings get hurt, but in our experience a little communication goes a long way. It is our firm belief that most issues are due to a lack of communication and understanding, and we ask that all players try to speak to each other or us to resolve an issue.

Attacking other players or attempting to make them look bad, either publicly or via the various anonymous communities is strictly prohibited, we do not tolerate any attacks on any players and we will ban offenders if necessary.

#6 Stay in character! A little OOC-ness can be fun, we understand, but we ask that you stay as close to their canon personality as possible.

#7 Listen to and accept mod rulings. We try to work with you and make suggestions whenever possible, but there are some things where the mods must make a concrete ruling. When that happens, the ruling needs to be obeyed. There may be an occasion where we are forced to make a ruling you don't agree with, and while we try to avoid it there are times when we WILL have to make some sort of ruling or decision, and all players are expected to accept the ruling.

#8 Limit five characters per person. This is to keep from over-applying. Also, limit two characters per canon per player, again to keep from over-applying. You may, however, extend the limit of characters per person if you can prove suitable activity (i.e. partaking in twice the amount of activity required per character to pass the activity check). Also, if you wish to drop a character, you must make a drop post in [livejournal.com profile] planeooc.

Want to get to know the people you'll be talking to in Confuto Ordinatio? Here's a list of the various faces that you'll run into working hard to keep the status quo.


Confuto Ordinatio Employees:


Susan
The first face that everyone sees when they find their way into Confuto Ordinatio, Susan is the glue that holds this bureaucracy together. With condescending looks and a generally bored demeanor, her coffee is blacker than even the most black of hearts, and that's just the way that she likes it; the interns never make it right. She's on her 660th year of overtime, and it doesn't look like there's any vacation time for her in sight.



"The intern"
What was his name again? John? Rob? Steve? Does it really matter? He's Susan's intern, and at one time he was full of aspirations and ideas of how he wanted to spend his future. However, after sixteen-hour days filing away useless paperwork, assigning Agents jobs, making sure that requests are processed and added to the steadily-growing IN pile, and making that devil woman's coffee, the glimmer in his eye is gone. It's hard to say who has it worse, the Agents or the poor intern.



Katie
Do you hear that? That's the sound of customer service! Practically programmed to be perky, peppy and persistently annoying, Katie is the all-purpose receptionist in Confuto Ordinatio, and usually the one that Susan will send people to when she gets bored of you (which is actually quite quickly). She may not know everything, but she can give you an educated guess, and does so with a smile.



Sgt. Morrison
The long-suffering head of the Enforcers, Sgt. Morrison truly believes he's doing the right thing and wants to make Confuto Ordinatio the best it can be. He is scrupulously dedicated to the rules (apparently he actually KNOWS most of them!) and tries hard to make sure they're all enforced to the letter. Overworked and underpaid, Sgt. Morrison has a love-hate relationship with his job, much like the relationship someone with Stockholm's Syndrome has with their captor. As the Agents all say, it's a tough job, but somebody's got to do it!



Schnookims
The long suffering cat of Councilor Neuman, Schnookims is constantly subjected to horrific cat-outfits, bubble baths, and "gourmet" cat food. He prays every day for the sweet release of death or for Councilor Neuman to leave the door unlocked again.



"Cupid"
None know his true name or even if this is really his job or his hobby. All anyone knows that his pudgy face is the face of fear, and those who encounter him will often find themselves making utter fools of themselves in the near future.



Hanson B. Mayes
This older gent has been a Ferinus Aer coach for centuries. He knows the best ways to get his team motivated, and has the demeanor of a drill sergeant on the job. Outside, however, he is a sweet and kindly man. His hobbies include baking cakes and floral arrangement.



Fredrich Reinsteimmel
Confuto Ordinatio's premier psychoanalyst. Fredrich is a professed student of the old ways, and there is nobody better for telling you your Id wants to get it on with your mom.



Chief Inquisitor Heinrich Blade
The earthly manifestation of vengeance, Heinrich has been in the employ of Confuto Ordinatio for millenia. Cold, calculating and precise, he is the most knowledgeable and competent inquisitor in the known multiverse.



Interpreter Naoki
Naoki is a former medical student to whom linguistics was a hobby. After failing out of med school due to being unable to see blood without fainting, he went into interpreting. He currently is fluent in over 100 languages and is quite competent in advanced first aid. His hobby is re-planting the forests his family rampages through.



Hephes
A freelance blacksmith, Hephes often will spend several years at a time in Confuto Ordinatio whenever the vaults are opened, giving him access to the most powerful and wondrous materials in the multiverse with which to ply his trade.



Ilthdrekutus
A Beholder cursed to be kind and understanding, he is prevented by that selfsame curse for taking his own life "because that would be bad". He instead wallows in self-loathing and does some MC work on the side to pay the bills. He must be a contributing member of society, after all!



Head Librarian Astrahl Invictus
The Head Librarian of Confuto Ordinatio, Astrahl is a powerful magus and papermaster with a keen sense for organization and absolutely no interest for things that are not books.



Carecrow
A fashion designer with a flare for the fabulous, he works at a Crow Rehab center when he's not creating hot new trends for Cutetopia.



Judge Red
The leader of the International Justice Rangers, Judge Red's true identity is unknown. He moonlights at several odd jobs within Confuto Ordinatio in-between saving the multiverse from evil.



Kabuton
Head general of the Evil Insect Empire, Kabuton moonlights at several odd jobs within Confuto Ordinatio in-between conquering the world in the name of the Insect Emperor.



Melvin
One of the lead members of the IT team, he is an avid Demigorgons and Devas player (6.5, not the inferior dumbed down 7th edition thank you very much). His favorite food is pizza, and he currently lives in his mother's basement. He and his wife Magical Mystical Girl Misha-chan Love Pillow recently celebrated their 1-year anniversary.



Commander Ramirez
Don't let his youthful appearance fool you -- Ramirez has been a member of the Special Task Force Unit for roughly a century and a half, and has been the leader for the past 50 years. He's an experienced combatant and leader, and reports directly to Morrison. He's a little less forgiving and a little more willing to air his grievances about the jobs he gets and the fact that he doesn't get paid as much as he thinks he should, but he does earnestly believe he's doing the right thing, as well as in the saying, "If you want something done, do it yourself."


Ashalia Eseth Ivatrii
Slytherian High Priestess of Luminous Vadrahsi, Lord of Scaling Income Taxes, Purveyor of Goods of Questionable Quality and Unbeatable Prices, Ashalia is the strongest priestess on the division's payroll. She is available for all resurrection and healing needs, as well as purification for an additional fee. Her prices are not cheap, so use them sparingly.


Dhaunvrae Zaulyl
Syltherian Drow Dhaunvrae Zaulyl is an Enforcer within the Special Ops. A skilled fighter, he wields a greatsword as long as he is tall to great and deadly effect. He's also a rather snarky character who is fond of good lager.


Ghesh of the Northern Claw
A half-dragon from Imperius Draconius, he served as a battle sorcerer within his father's barony. Blunt and studious, he and Dhaunvrae are fast friends and drinking buddies, although he prefers wine to the "swill" Dhanvrae likes to drink.


The Messengers
The Messengers are an enigmatic order that carry out the will of the Overseers. The only ones known to interact with the Overseers directly, they are extremely tight-lipped, but are exceedingly polite and respectful to all, no matter their rank.


Confuto Ordinatio Councilors:



Senior Councilor Ksthellixis
One of the oldest and most powerful senior councilors, Ksthellixis has been with Confuto Ordinatio since he was a hatchling. Having risen from the lowly rank of Agent, Ksthellixis has literally seen and done it all. Nowadays he mostly sleeps in his lair dreaming of the days where human settlements were less defended and Confuto Ordinatio wasn't pissing away it's budget trying to pamper the spoiled upstart young Agents who've done nothing to deserve their position.



Senior Councilor Elion (Deceased)
An elven nobleman with a great deal of prestige within the council. Known for having a conservative voting record and a generally "wait and see" approach, he was one of the great stabilizing minds of the council. His murder at the hands of Senior Councilor Aenathia was a true tragedy, and he is greatly missed by his colleagues.



Senior Councilor Macarius
A powerful magus who, due to a rather dramatic magical misfire, was trapped within the body of a cat. His new form has not impeded his ability to vote, nor his magical prowess and he keeps a keen eye on the council to make sure it isn't being too carefree and that it takes responsibility for itself.



Councilor Archimedes
This adorable hamster councilor loves carrots. They're his favorite. He can shove ten of them into his cheeks.



Councilor Sheila
She appears to be a Treant from the Netherworld who inexplicably speaks with and has the demeanor of an Australian from Earth.



Senior Councilor Sugarwing
A powerful fae hailing from the mystic realm of Tir na nÓg, Sugarwing is energetic and affectionate. She is, however, quite selfish and can grow VERY attached to those she likes, and woe betide those who might move in on her "territory."

She also likes to pretend she is an airplane.



Councilor Candance
An old ghost-councilor, Candance did not realize when she dropped dead after going into paroxysms upon a fellow male councilor seeing her ankle. She has dutifully continued her work ever since.



Councilor Friend Computer
I'm sorry citizen, this profile is not available at your clearance level.



Councilor Oldkirk
A councilor who also happens to dabble in the field of animal rights activism. Only by "dabble" we mean "lives, breathes, eats, and sleeps it." She's a member of every animal rights activist group she can find in the multiverse that stops just shy of terrorism, and won't hesitate to try to push through bills to make others conform to her code of ethics. She also has the habit of attempting to take clothes off to demonstrate her points on wearing animal skins and furs, but thankfully security always manages to stop her before she can.


Confuto Ordinatio Affiliates:



Devorah Kebi, CEO of the Gilded Comet
The Gilded Comet is one of the top financial backers of Confuto Ordinatio, and Devorah has been an active member in the organization's politics for many years. She is quite helpful to new agents who arrive and need a carry-over, however is this generosity or a deal with a devil?



Hideki Morichika, CEO of Korindou Multiversal
Hideki Morichika is the CEO of Korindou Multiversal, and a major constituent of Confuto Ordinatio. His great wealth and generosity have caused Confuto Ordinatio to overlook some of his less than savory habits. After all, nobody's perfect.


Azami
Hideki's personal secretary, Azami prides herself on her willingness to do anything to advance her goals. A fierce fighter with a definite mean streak, there is nothing Azami likes more than the thrill of battle and grinding her opponent under her boot, be it in business or battle.


Known Enemies of Confuto Ordinatio:



Former Senior Councilor Aenathia (Deceased)
An elven noblewoman from a Confuto Ordinatio-integrated world, Aenathia was a double-Agent for the organization [Humanity]. Her scheming nearly allowed them to drain the essence from an entire world, but she was thwarted by the Agents of Confuto Ordinatio. Returning at the head of an army, Aenathia absorbed the abilities of one Haruhi Suzumiya which led to her undoing - unable to contain the massive energies of the reality-warping powers Aenathia was destroyed by the very power she had hoped to control.



Baron Archibald von Straus
A powerful mage in the employ of [Humanity], Archibald hails from the land of Thay and considers himself among the greatest Red Wizards ever. Powerful and arrogant, he wants nothing more than to gain access to the powers several key individuals within Confuto Ordinatio hold.



Former Chief Enforcer and Duke Siegfried Oppheimer
A former Paladin who has fallen from grace and become a Blackguard, Siegfried was the former Chief Enforcer of Confuto Ordinatio. He and Morrison were once a team, but he bears deep scars and resentment from what he feels was his world's abandonment at the hands of Confuto Ordinatio.

Planeocracy is a panfandom game set in the wide multiverse where all worlds are connected through the central hub of Confuto Ordinatio. Characters are deposited on the steps of a huge planar bureaucracy and, after struggling through a mass of paperwork they eventually emerge, gatekey in hand and ready to return to their home.

Unfortunately, while going back is easy enough, staying away isn't.

See, now the character knows. They know that there are other worlds out there, and they know that the appearance of these gates everywhere is a huge problem. Soon, whole worlds may collide, merging into each other or even ceasing to be.

Whether through a surge of heroics, or perhaps an unwitting deal with a corporate sponsor gone wrong, your character has decided to become an Agent, a defender of the multiverse, a dedicated force to protecting the worlds and their boundaries. With the support of Confuto Ordinatio behind you and a universal Gatekey, you can now go anywhere and help set things right in the world.

Unfortunately, setting things right is far harder than it should be.

Confuto Ordinatio is governed by the largest and densest bureaucracy in the multiverse. It's a wonder ANYTHING gets done around here. And unfortunately, getting things done is your job now.

As the agents usually say, it's a tough job, but somebody's got to do it!
