Application Rules:
-Certain characters canonically have great influence over dimensional travel (such as Yuuko from xxxHolic or one of the Data Integration Thought Entity humanoid interfaces from Haruhi Suzumiya, i.e. Yuki and Ryoko) will have a greater influence in the setting than normal, or are just extremely high-powered and can potentially affect the game in major ways. Playing one often requires some special plot integration, and require a player to have established themselves by playing another character before they will be accepted.
-AU settings are generally allowed on a case-to-case basis, but no more than one of the same character can be a permanent member of Planeocracy. If the AU is significantly different and established (such as the Genderbend of Haruhi Suzumiya) then it is generally allowed, as the characters are different enough from the main source to be distinct. Apping an AU character uses the standard application procedure, but if the AU doesn't meet our requirements, we may deny them on that basis. Here are the qualifications for if your AU is acceptable:
1. Significantly different from the source material. Minor tweaks to history and/or personality don't make an AU different enough to really be worth accepting for us. For an AU to be accepted it needs to have something major different to differentiate it from the canon.
2. Internally consistent. In most cases you'll be coming up with the AU yourself, so you need to make sure it all makes sense within the setting. So, if something changes, the whole setting obviously has to change as a result, and we need to know how.
3. This isn't absolutely necessary, but if at all possible the character will look at least somewhat different from their canon counterpart. This is primarily to help differentiate if we have both.
If you are thinking of apping an AU of a character, please get a hold of all potential castmates as well as any person playing the same character (if this is applicable). This is required for your application to be accepted.
-Original characters are permitted, they use the same application form but require far more detail as far as background and setting. If they are a part of an existing canon, they cannot have any ties to actual canonical characters or visible connection to events (attributing events in-canon to the character that are otherwise unattributed may be permissible but is generally discouraged). As with canon characters, you are limited to two OCs, even if the OCs are from different universes. Planeocracy canon originals can use any of the settings posted in the setting information post that specifically say they are open, and must conform to the general concepts of the world. It is HIGHLY advised to speak to the mod team before making the character, these characters can be rejected automatically if they do not follow the general concepts of the established world.

Respond to the questions in-character, if you or your character doesn't know what they're asking for indicate it in some way. The character can lie if doing so is in character, but indicate they are doing it by writing "[LIE]" before the answer to the question.

Character Name: Toad Man
Canon: Mega Man Classic
Background: Brief background is brief. (http://megaman.wikia.com/wiki/Mega_Man_4#Story)
I should note that since there’s very little canon information for both the game and the Cossacks, most of this is fanon.
Around the same time Mega Man was busy collecting Energy Crystals for the so-called peace keeping robot Gamma, Dr. Cossack was building his own line of Robot Masters to benefit mankind. Toad Man was built for agriculture use, specifically looking over the drainage systems for the crops but also helping out with pest control and predicting the weather. Whenever he wasn’t needed for his main job, he’d be at Cossack Castle helping Dr. Cossack and his young daughter Kalinka with any tasks needed. This usually meant household duties. Not that Toad Man ever minded. He was happy with his life and convinced things would never change…
Until the day Dr. Wily kidnapped Kalinka and forced Dr. Cossack to challenge Mega Man. Having no choice, Dr. Cossack modified his robots for battle and sent them out to wreck havoc. Being well-aware that he was no match for Mega Man, Toad Man choose a town well-known for its heavy rain and had the sewer flooded in the hope that it would be enough to stop Mega Man. All it did however was slow him down. A forgotten defense system meant Toad Man only had time to fire off one Rain Flush before he was quickly defeated.
Fortunately for him and everyone else, Proto Man’s rescue of Kalinka meant Dr. Cossack could reveal what was really going on, leading to Mega Man fighting and defeating Dr. Wily once again. Despite the madman escaping Dr. Cossack’s name was cleared, and Toad Man and the others could return to their normal lives again.

Portal Location: In the forest west of Cossack’s Castle in Russia.
Toad Man [2/3]
He’s about the farthest you can get from being a fighter without being a pacifist. Before Wily he never saw a reason to fight, and even now he’ll rather run than fight. It has nothing to do with being a coward and everything with knowing he’s pretty bad at fighting. As a result he doesn’t care that he was so quickly defeated, and if someone tries to use it to get a rise out of him he’ll just raise an eyebrow and ask what their point is. (He’ll react the same if someone calls him fat.)
Dr. Cossack, Kalinka and the rest of the Cossack line are considered by him to be family. As with any family there’s a lot of teasing, at times he considers one or several of his brothers to be an idiot and wishes they wouldn’t be so annoying… but at the same time he has a lot of fun with them and will look out for them if needed. Toad Man treats Dr. Cossack with a lot of respect but thinks he should relax more often, and he’s very protective of Kalinka, especially after her kidnapping.
He doesn’t hold any grudge against Mega Man for defeating him or his brothers. They had no way of telling him what was really going on without endangering Kalinka, and considering Mega Man had defeated twenty-something Robot Masters before him, the only real surprise to Toad Man was how fast their battle was over. He considers Mega Man to be brave and likeable, and is thankful for him stopping Dr. Wily. The one he’s most thankful to though is Proto Man for saving Kalinka and, by proxy, Dr. Cossack. He just wishes the guy wouldn’t act so mysterious all the time.
He really, really dislikes snakes. Some people think this is because since snakes eats toads, he thinks they’ll eat him. This is only partly true – he’s well aware most snakes are too small to do anything to him, even if they were somehow able to get hold of him, and he can handle one fine as long as he doesn’t have to touch it. If there’s a lot of them however he’ll get creeped out since he can’t stand their slithering. Bigger ones creeps him out as much since they’re technically able to swallow him. Snake Man liking him as much as he does isn’t helping either – Toad Man is half convinced he’ll one day forget they’re both robots and try to eat him. Which is why he’ll make a point of staying as far away from him as possible.
Reason for Joining: He wants to see other worlds, and he likes the idea of being helpful in other ways than what his current job allows him to.
Position Desired: Agent fits him well.
Point in Canon: After the end of Mega Man 9.
Notes: 1. The defense system that keeps being mentioned is a glitch in the fourth game – as long as you keep shooting at him he’ll keep jumping, meaning he never gets a chance to attack.
2. He’s about half-an-head shorter than most Robot Masters.
3. He’s tone-deaf. This is actually canon.

Relevant Non-World-Shattering Abilities: My Rain Flush creates acidic rain that hits everything in a small area, I’m a very good jumper, and… um, I can kind-of predict the weather?

Education Background: [He taps the side of his head.] Dr. Cossack programmed anything I needed to know.
Work Experience: I take care of agricultural drainage systems – that is, I make sure the crops always get enough water. I’ve also helped out with pest control.

What brings you to Confuto Ordinatio?: I was going home when I saw this weird portal. I first thought it was another one of Wily’s schemes, so I hid in a nearby pond. When nothing happened I decided a quick peak couldn’t hurt… and the next thing I know, I’m here.
What family members do you think were most influential into making you who you are today?: All of them have been influential to me. [He looks thoughtful for a moment.] Though if I have to pick one, I’ll say Dr. Cossack. He built me, and he’s never treated us different just because we’re robots.
So how 'bout them Tenbraks eh? Eh? Catch the game? 52-7, I told Janice in Accounting, I said "those Balthims, they're just not up to snuff this year," but no, she said "I'll bet you 20 plat they're gonna take the banner." Take that bet I did, she still insists they'll turn it around though. Ain't that a riot?: You know, it’d help if I had any idea what you were talking about.
What inspired you to apply for an Agent Position?: At first it was just to get home, but the more I thought about it the more I realized I could actually be of help here. And I want to see what the other worlds are like.
What skills do you think you'll bring to this agency?: I know almost everything that’s related to water control and a lot about agriculture, I’m a really good jumper, and… hm, I guess you can count cleaning as well.
