Application Rules:
-Certain characters canonically have great influence over dimensional travel (such as Yuuko from xxxHolic or one of the Data Integration Thought Entity humanoid interfaces from Haruhi Suzumiya, i.e. Yuki and Ryoko) will have a greater influence in the setting than normal, or are just extremely high-powered and can potentially affect the game in major ways. Playing one often requires some special plot integration, and require a player to have established themselves by playing another character before they will be accepted.
-AU settings are generally allowed on a case-to-case basis, but no more than one of the same character can be a permanent member of Planeocracy. If the AU is significantly different and established (such as the Genderbend of Haruhi Suzumiya) then it is generally allowed, as the characters are different enough from the main source to be distinct. Apping an AU character uses the standard application procedure, but if the AU doesn't meet our requirements, we may deny them on that basis. Here are the qualifications for if your AU is acceptable:
1. Significantly different from the source material. Minor tweaks to history and/or personality don't make an AU different enough to really be worth accepting for us. For an AU to be accepted it needs to have something major different to differentiate it from the canon.
2. Internally consistent. In most cases you'll be coming up with the AU yourself, so you need to make sure it all makes sense within the setting. So, if something changes, the whole setting obviously has to change as a result, and we need to know how.
3. This isn't absolutely necessary, but if at all possible the character will look at least somewhat different from their canon counterpart. This is primarily to help differentiate if we have both.
If you are thinking of apping an AU of a character, please get a hold of all potential castmates as well as any person playing the same character (if this is applicable). This is required for your application to be accepted.

If they are a part of an existing canon, they cannot have any ties to actual canonical characters or visible connection to events (attributing events in-canon to the character that are otherwise unattributed may be permissible but is generally discouraged). Planeocracy canon originals can use any of the settings posted in the setting information post that specifically say they are open, and must conform to the general concepts of the world. It is HIGHLY advised to speak to the mod team before making the character, these characters can be rejected automatically if they do not follow the general concepts of the established world.

Due to Sakuya's background pre-Scarlet Devil Mansion being hinted at in two directions (or possibly both), much of her past is left to fanon. I am providing my guess as to her background here; it does not represent confirmed canon, only hints and fanon.
Sakuya Izayoi was born to the Lunarian Empire at an unknown time - at least long enough ago to be recognized by Eirin Yagokoro, which implies that she is over a millenium old. She was born with the ability to manipulate time and space (though she didn't discover this until she was twelve, when the ability was found by Imperial researchers). She was quickly put into service with the Empire, and ended up under the agency of Eirin Yagokoro. At some point, she was allowed to leave direct Imperial service, and went down to Earth. Unlike her master, she was not a target of hunting, implying she left in honorable conditions. Like all Lunarians, she was able to age without limit - in her case, however, her time control powers stunted her growth, leaving her appearing to be around seventeen or eighteen by human standards.
A long gap in the record stands here, until the seventeenth century of Earth, where she quickly grew to prominence as a hunter of vampires and other supernatural creatures, using her time control, combined with her talent for throwing knives, as powerful weapons for facing even mighty creatures of the night. This persisted (with her regularly changing identities to avoid her Lunarian nature coming out, but was a fairly successful hunter for a very long time...
... Until her encounter with Remilia Scarlet. It's not known precisely why, nor how events went the night in question, but Sakuya wound up swearing herself to the service of the vampire family. It is known that Remilia can manipulate people's fates, and may have sealed Sakuya's fate to gain control over her. Some beliefs in vampires allow for other means of gaining influence, as well... Though it's not believed that these were used, as Sakuya's loyalty does have some limits.
Setting Information: Setting of Touhou Project is already covered fully.
Portal Location: Near the human village (Sakuya ran into it while shopping).

Sakuya, at first glance, is cold and mercilessly efficient, following orders with little to no question, and doing her work with as perfect an efficiency as she can muster - to the point where intruders annoy her largely for their getting in the way of the cleaning of the mansion. She seems to carry no compunctions against even murder, if it serves the interests of her mistress or the Scarlet Devil Mansion. This efficiency also leads her to use her time control powers heavily - making the mansion larger on the inside than out, and stopping time regularly just to get all the chores done every day. (Admittedly, in Gensokyo, she gets no help, as all the other maids of the SDM are fairies who can barely clean up for themselves...)
Underneath, however, is a girl who hasn't lived too normal a life in her thousand years (albeit with an unknown amount of time skipping involved) of existence. Sakuya is socially stunted, and has a hard time associating with others. She hasn't fallen in love, she has not truly had a family life since she was twelve... It's in fact rather safe to say that, emotionally, she stopped growing at the age of twelve. This rarely expresses itself, except for occasional odd behaviors around things oriented towards girls of that age - pop idols, magical girl series, and the like can attract her as they would one much younger than she looks. She attempts to hide this behind a constant, overwhelming workaholism.
Notably, her behavior towards her master, Remilia Scarlet, can be quite variable. While she always maintains a professional aloofness from Remilia, she holds pretty much no limits in her behavior otherwise - happily following even Remilia's most perverse desires, even where they result in physical abuse of Remilia, without question... Except for a few lines she will not pass. No matter what, she insists on remaining human until the day she dies (though she isn't technically human at all), and she doesn't seem to hold feelings beyond a firm loyalty to her Mistress, though she shows the barest hints of opening up to others in the Scarlet Devil Mansion (when not whipping them into shape... With knives to the head if it's Hong Mei Ling we're talking about).
Reason for Joining: Sakuya feels forced to take the choice to join the Agency, in part because her master, Remilia Scarlet, has taken the work. She is initially held back by not really fully accepting that she will have to leave Remilia to best aid the Agency and it's quests on behalf of the world, and being forced into a social environment could force her to change her cold behavior rapidly (even though her penchant for efficiency can be an invaluable tool for dealing with bureaucracies...)
Position Desired: Sakuya's abilities, her acknowledging of and will to use them to their fullest, and her efficient attitude are all tools of exceptional value to Agents - she could very easily qualify for immediate hiring as an Enforcer. (Ironically setting her at a higher rank than her Mistress...) She will have applied as an Agent, though.
Point in Canon: Post-Scarlet Weather Rhapsody. Sakuya's faced every Gensokyoite she can by that point in canon, and could potentially chat with other Gensokyoites in between work as a result.

Reason for requisitioning a Gate Key: Intent on aiding Confuto Ordinatio in protecting multiversal balance, as an Agent. Am joining alongside, and wish to remain in position to assist, TP07-01583, "Remilia Scarlet."
Intended use of the Gate Key: Agent work on behalf of Confuto Ordinatio.

Relevant World-Shattering Abilities: Ability to manipulate time. Limits unclear, but can travel across time and space, at least within individual dimensions, and manipulate time in various other ways, including making rooms larger on the inside than out.
Relevant Non-World-Shattering Abilities: Master-level training in use of throwing knives, either as Danmaku or directly. Spell Card talent runs to five cards. Training in monster hunting using knives and time control abilities.

What brings you to Confuto Ordinatio?: My initial arrival in Confuto Ordinatio was accidental. I have registered alongside my Lady, Remilia Scarlet, in hopes of protecting worlds from temporal instabilities while cntinuing in her service.
What family members do you think were most influential into making you who you are today?: I was separated from my parents at a young age, and trained significantly under Master Eirin Yagokoro, who was critical to the development of my abilities and thus was more influential to my current state than any family member.
So how 'bout them Tenbraks eh? Eh? Catch the game? 52-7, I told Janice in Accounting, I said "those Balthims, they're just not up to snuff this year," but no, she said "I'll bet you 20 plat they're gonna take the banner." Take that bet I did, she still insists they'll turn it around though. Ain't that a riot?: Without wider statistics to work from, I can only assume that, with a seven-and-three-sevenths-to-one scoring ratio in the mentioned match, the Balthims stand exceptionally poor odds of turning around. I apologize for my imperfect answer, I do not have significant time to watch or otherwise keep up with sporting events.
What inspired you to apply for an Agent Position?: My Lady took interest in the role, so I have followed so as to best continue my service to her.
What skills do you think you'll bring to this agency?: My capacity for feats of time manipulation, and for advanced combat, sets me above the vast majority of observed Agents in terms of capability for completing assignments. I am also capable of organizing teams as necessary, so long as useless individuals may be appropriately motivated.
