Personality:
Sakuya, at first glance, is cold and mercilessly efficient, following orders with little to no question, and doing her work with as perfect an efficiency as she can muster - to the point where intruders annoy her largely for their getting in the way of the cleaning of the mansion. She seems to carry no compunctions against even murder, if it serves the interests of her mistress or the Scarlet Devil Mansion. This efficiency also leads her to use her time control powers heavily - making the mansion larger on the inside than out, and stopping time regularly just to get all the chores done every day. (Admittedly, in Gensokyo, she gets no help, as all the other maids of the SDM are fairies who can barely clean up for themselves...)
Underneath, however, is a girl who hasn't lived too normal a life in her thousand years (albeit with an unknown amount of time skipping involved) of existence. Sakuya is socially stunted, and has a hard time associating with others. She hasn't fallen in love, she has not truly had a family life since she was twelve... It's in fact rather safe to say that, emotionally, she stopped growing at the age of twelve. This rarely expresses itself, except for occasional odd behaviors around things oriented towards girls of that age - pop idols, magical girl series, and the like can attract her as they would one much younger than she looks. She attempts to hide this behind a constant, overwhelming workaholism.
Notably, her behavior towards her master, Remilia Scarlet, can be quite variable. While she always maintains a professional aloofness from Remilia, she holds pretty much no limits in her behavior otherwise - happily following even Remilia's most perverse desires, even where they result in physical abuse of Remilia, without question... Except for a few lines she will not pass. No matter what, she insists on remaining human until the day she dies (though she isn't technically human at all), and she doesn't seem to hold feelings beyond a firm loyalty to her Mistress, though she shows the barest hints of opening up to others in the Scarlet Devil Mansion (when not whipping them into shape... With knives to the head if it's Hong Mei Ling we're talking about).

Reason for Joining: Sakuya feels forced to take the choice to join the Agency, in part because her master, Remilia Scarlet, has taken the work. She is initially held back by not really fully accepting that she will have to leave Remilia to best aid the Agency and it's quests on behalf of the world, and being forced into a social environment could force her to change her cold behavior rapidly (even though her penchant for efficiency can be an invaluable tool for dealing with bureaucracies...)

Position Desired: Sakuya's abilities, her acknowledging of and will to use them to their fullest, and her efficient attitude are all tools of exceptional value to Agents - she could very easily qualify for immediate hiring as an Enforcer. (Ironically setting her at a higher rank than her Mistress...) She will have applied as an Agent, though.

Point in Canon: Post-Scarlet Weather Rhapsody. Sakuya's faced every Gensokyoite she can by that point in canon, and could potentially chat with other Gensokyoites in between work as a result.
