Think of Confuto Ordinatio as something like the Vatican City, it is its own sovereign nation but comparatively small. In terms of shape it's something like the planet Saturn, the outer ring is where all the regular civilians live (in terms of appearance it's a giant city of skyscrapers that are built above and below the ring). There's nothing on the surface of the planet, but inside the planet is where all the divisions, including the one the PCs work for is located.

Unless you're a high councilor or above, or you have citizenship within Confuto Ordinatio (most commonly granted to PCs with an after death service license) you cannot go into the Outer Rim without permission.
